Wrangler (Wyatt McGrath) is a supervillain who opposes the Vanquishers. His primary rivals are Ace and Blindsider. He first appeared during the events of "Lost at Sea," which saw him highjacking a US Navy vessel, the USS Ion.

The revolution began in the back country. Stretches and miles of dust, desert, and swamp in the southern United States that largely go forgotten are still home to a smattering of settlements. Living off-the-grid affords a person privacy -- but sometimes what they do with that privacy can spiral out of control. Wyatt McGrath and his sister Jessie McGrath were two disaffected teens doing jobs on ranches to earn money when they first heard people talk about SCION. Nobody even understood the acronym's meaning: the Society of Citizens for the Independent Operation of Nations -- it may as well have been gibberish. All that mattered was that it was a place for true Americans.

Wyatt and Jessie wound up on a piece of land that was treated as common ground for members of SCION. The leadership there introduced the two impressionable young recruits to the ideas and philosophy of the group's founder, a mysterious individual called Clint. In his manifesto, Clint described how the US government had transformed into a tyrannical regime that had disobeyed natural law. Their control and exertion of power had created a world of weaklings and imbeciles unable to think for themselves. SCION was the antidote. It would teach men and women to overthrow the status quo and usher in the 'good world' by any means necessary.

Hearing the same mission statements parroted again and again slowly radicalized Wyatt and his sister to a point of devotion not even SCION's most ardent supporters could mimic. The two became soldiers for the cause -- usually dispatched to assist in drug running and arms trading. Those were the vital ways that SCION financed itself. While some were content to stagnate and merely profit off the community's illegal endeavors, Wyatt always believed it was building towards something great: the destruction of world government and the massacre of those that benefitted from it.

SCION's lofty goals of rebellion were put on hold when there was a federal raid on some of their land and they were branded a domestic terrorist organization. With their numbers diminished, the group faded away as the emerging threat of superhumans became more of a priority to US security efforts. They festered in the obscurity afforded to them, however, and soon Wyatt had discovered a means to enter SCION into the superpowered arms race.

A botanist and a chemist in the Louisiana bayou was a frequent supplier of SCION's smugglers. The individual, a mutant by the name of Swamped, shared the group's anti-authority values, but did not subscribe to their philosophy at all. Still, he struck up a good working relationship with Wyatt and had no problem selling him the most dangerous drug he ever developed: The Fever. The serum was capable of manifesting random, latent superpowers in humans. There were dangers, of course. It seemed there was no way of predicting what type of power would develop, and more often than not, they led to severe fatalities.

More motivated than ever, Wyatt and Jessie used two of the first syringes of the substance on themselves. The shot was like a bolt of lightning through Jessie's veins as it supercharged her entire body with bioelectricity. Wyatt, meanwhile, felt every fiber of his being stiffen and strengthen. It wasn't long until more of the Fever was distributed out to other members of SCION, but none could live up to the two that led the way. Wyatt and Jessie were now the Wrangler and the Reclaimant, faces of the uprising.

Wrangler and Reclaimant were the lead enforcers during SCION's largest attack on the government in years. Aided by the Webmaster of the criminal networking app Blackbook, Wrangler was able to secure travel to Paragon City and plot an assassination attempt on Mayor Duncan Lax of Paragon City during his 'Hero Day' celebration. Though he failed to eliminate the target, it worked to divert attention away from SCION's primary goal: stealing a docked US warship from port. SCION created an escalating hostage situation on the vessel, aiming to turn the USS Ion into their own independent nation out in international waters.

The Vanquishers eventually tracked down the boat and boarded it. The ensuing battle led to Reclaimant's arrest and Wrangler having to flee, but interest in SCION exploded after the incident. Now, seeking vengeance for his sister, Wrangler has been looking to meet with Clint to discuss the future of the movement. The enigmatic figure may have other ideas in mind instead of revolution, however. Meanwhile, Blindsider has gone undercover to try and infiltrate the organization and tear it down from the inside.
